What gets compared between two PDFs?
Document properties and structure: PDF version, page count, encryption, fast web view, title, author, subject, keywords, producer, creator tool, dates, embedded font and image counts, forms, JavaScript, attachments and XMP. Page text and layout are not diffed.
Which PDFs are accepted?
Any file that really begins with a %PDF- header, at any specification version. A file named .pdf whose bytes say otherwise is refused and named for what it actually is.
Can it compare encrypted PDFs?
It reports whether each document is encrypted and how, but it will not decrypt one. An encrypted PDF exposes less to compare, and you are never asked for a password.
